with the care and skill of their maker palpable

taught for many years in New Hampshire

I'm guessing the mark is a literal descriptor, and that this brush was for cleaning the spokes of an old bike? I really love its form, and especially the wire stitching, visible on its spine, which holds the bristles in place. I'd add it to a beautiful brush collection, but with its narrow head and long handle
